应急物资储备综合评价指标体系构建研究

Study on Establishment of the Index System for Emergency Material Reserve Comprehensive Evaluation

应急物资储备是救灾减灾工作顺利开展的重要保障,建立科学合理的应急物资储备评价指标体系是应急管理的重要课题。本文借鉴了国内外应急物资储备的理论与实践成果,以应急仓库的评价作为应急物资储备评价的主体表征,首次以应急物资的储备水平、应急时间和储备成本3个准则为基础构建了一套完善、科学、具有实际操作性的应急物资储备综合评价指标体系,以期为我国应急物资储备体系的建设和管理提供有益的参考。

Emergency material reserve guarantees the smooth development of disaster relief and reduction, and it＇s an important subject for emergency management to build up a scientific and rational system to evaluate emergency material reserve. By referring the current theoretical researches and practical achievements at home and abroad in this field, for the first time, this paper builds a perfect, scientific and practical operational evaluation index system based on three criteria of emergency material： reserve level, emergency time and reserve cost, and it uses the evaluation of emergency warehouse to characterize the main body of emergency material reserve evaluation. This thesis aims to provide significant references for promoting the domestic emergency material reserve system construction and management.
