现代综合交通运输治理体系建设的思考

Thoughts on Improving Modern Integrated Transportation Governance System

完善现代综合交通运输治理体系是建设现代综合交通运输体系的重要保障,是新时代建设交通强国的迫切需要。本文坚持问题导向,从治理理念、治理机制、治理方式等方面分析了我国现代综合交通运输治理体系存在的主要问题,从注重建立大部门制实行统筹管理、转变政府职能突出公共服务、完善法律法规和规划政策体系等方面归纳了国外综合交通运输治理体系的经验启示。完善我国现代综合交通运输治理体系是一项系统工程,需要立足我国基本国情,继续深化综合交通运输管理体制机制改革,加快转变政府职能,加强法律法规、发展规划、产业政策、技术标准等统筹协调,促进各种运输方式在更广领域、更高层次、更大程度上实现深度融合发展,为建设现代综合交通运输体系提供有力制度保障。

Perfecting modern integrated transportation governing system is an important guarantee for the construction of modern comprehensive transportation system and an urgent need to build a powerful transportation country in the new era. This paper insists on the problem orientation,and analyzes the main problems existing in China＇s modern integrated transportation management system from the aspects of governance conception, mechanism, method and so on. This paper summarizes the experience and inspiration of foreign integrated transportation management system from the aspects of establishing large-sector system, implementing overall management, transforming government functions, highlighting public services, and improving laws and regulations and planning policy system. Improving China＇s modern integrated transportation management system is a systematic project. We need to consider China＇s basic national conditions, continue to deepen the reform of the integrated transportation management system and mechanism, accelerate the transformation of government functions, strengthen the coordination of laws and regulations, plan and develop industrial policies, and technical standards, so as to promote the development of deep integration in a wider range of areas, at a higher level, and to a greater extent to provide a strong institutional guarantee for the construction of a modern integrated transportation system.
