工业品进口贸易的环保效益与提升途径--基于减少我国工业废气与废水排放的分析 被引量:7

Environmental Benefits of Import Trade of Industrial Products and the Upgrading Way: An Analysis Based on the Emission of Industrial Waste Gas and Wastewater in China

摘要 文章利用2002年与2012年的投入产出表与行业数据,计算我国工业品进口贸易对国内工业废气与废水的减排量及其变化,并模拟分析扩大工业品进口贸易减少我国工业废气与废水排放的方法与环保效益。研究结果表明:(1)2002年我国工业品进口贸易的工业废气与废水减排量相当于该年国内上述两种污染物排放总量的20%与32%,2012年,工业品进口贸易的工业废气与废水减排量相当于同期我国上述两种污染物排放总量的22%和24%。(2)适度扩大纺织原料业、造纸及纸制品业、化学纤维制造业、化学原料及化学制品制造业、非金属矿物制品业、黑色金属冶炼及压延加工业、有色金属冶炼及压延加工业、电力和热力的生产和供应业产品的进口规模,可使我国获得更多的工业废气与废水减排效益。 This paper works out the emission reduction and changes of China's industrial waste gas and wastewater through the import trade of industrial products based on the input -output table and the industrial data from 2002 to 2012. It also simulates and analyzes the methods and environmental benefits of reducing the waste gas and wastewater emission via expanding the imports of industrial products. The research results are as follows: (1)the emission reductions of industrial waste gas and wastewater through the import trade of China' s industrial products are equivalent to 20% and 32% respectively of the total emissions of those two pollutants in China in 2002, and is equal to 22% and 24% respectively of the total emissions of those two pollutants in China during the same period in 2012; (2) if the imports of textile raw materials, paper, chemical fiber manufacturing, chemical materials and chemical products manufactured, non-metallic mineral products, ferrous metal, non- ferrous metal, electricity and heat production and supply industry products are moderately expanded, more emissions of industrial waste gas and wastewater in China will be reduced.
