我国“互联网+林业”的技术—产业—运作三维发展路径

Research on Three-Dimensional Technology-Industry-Operation Development Path of “Internet + Forestry”in China

文中立足我国＂互联网＋林业＂发展滞后的现实,探讨未来发展的多维理论架构,提出其各维度的提升与融合路径。首先从技术特征视角对＂互联网＋林业＂的发展进行阶段划分,比较数字林业、林业信息化及＂互联网＋林业＂3个阶段的本质;对＂互联网＋林业＂阶段的不同提升层次进行划分,构建出＂互联网＋林业＂的技术—产业—运作三维金字塔体系,探讨各维度的滞后根源及提升路径。接着将技术维与产业维融合,分析互联网技术支持下林业三次产业的提升路径,并提出＂互联网＋林业三次产业＂的整合视角;在此基础上,将技术与产业2个维度与运作维联系起来,研究三者的集成化提升与融合途径。研究表明,互联网与林业绝不是一＂＋＂就灵的,＂互联网＋林业＂发展不能只靠技术改造,必须对＂互联网＋林业＂三维金字塔体系中各维度提升路径、技术维与产业维2个维度的融合路径以及技术维、产业维与运作维3个维度的集成提升路径进行综合分析,使互联网技术的每个层次和互联网管理运作的每个环节都与林业三次产业密切结合,才能挖掘＂互联网＋林业＂发展的真正源动力。

Based on the reality that the ＂internet ＋ forestry ＂in China lags behind in development,we explored the multi-dimensional theoretical framework of its future development and studied the pathway to promote and integrate the development of all dimensions. First of all,we divided the development of＂internet ＋ forestry＂into three stage from the perspective of technical features into three stages,i. e.,digital forestry,forestry informatization and ＂internet ＋ forestry ＂,and compared their natures. By dividing the different ascending levels in the stage of ＂internet ＋ forestry＂,we built a three-dimensional technology-industry-operation pyramid system of ＂internet ＋ forestry＂to study the root cause of lagging behind and the path of ascension in each dimension. Then,we integrated the technology dimension and industry dimension to analyze the pathway that the three forestry industries ascend under the support of the internet and proposed a convergence perspective of ＂internet ＋ forestry tertiary industry ＂. On this basis,we linked the two dimensions of internet technology and forestry industry with the dimension of management operation,to study the ways to promote their ascensions and integration. Our findings indicated that the simple plus betweeninternet and forestry does not work,and it is not enough to rely solely on technological transformation for promoting the development of ＂internet ＋ forestry＂. It is imperative to analyze in comprehensive way the path of ascension in each dimension,the path of fusion in the dimensions of technology and industry and threedimensional integration path among technology,industry and management operation in the three-dimensional pyramid system. When every aspect of internet technology and every link in the internet management operation are closely integrated with the tertiary industry of forestry,can the real source of power emerge for the development of ＂internet ＋ forestry＂.
