新时代高等教育要实现"内涵式发展",就是要探讨新时代对高等教育提出了哪些要求,把哪些高等教育的具体内涵作为质的规定性,并推动其发展。从高等教育哲学视角看,在政治论维度,强调为民族国家服务,与民族复兴"中国梦"同心同德,与国家发展战略步骤同频共振,与国家重大战略发展同气同声;在认识论维度,重视科学研究,强调提高质量,建设"双一流"作为标志性成果;在人本论维度,强调立德树人,发展素质教育,以学生为中心,培养社会主义建设者和接班人。

In order to realize the ＂connotation development＂ of higher education in the new era, it is necessary to explore the requirements for higher education in the new era and the specific connotation of the higher education as the quality regulation, then to promote its development. From the view of political theory, we should emphasize to serve the country, share the same spirit with the ＂ Chinese dream＂ of national rejuvenation, share the same frequency with the steps of national development strategy, and share the same spirit with the major national strategic development. From the view of epistemological dimension, we should attach importance to scientific research, the emphasis on improving the quality and the construction of ＂double first-class＂ as a landmark achievement. From the view of humanism dimension, we should emphasize morality, develop quality education, and cultivate socialist builders and successors based on student-centered.
