摘要
从简要介绍公共图书馆弱势群体的概念与特征入手,在详细分析全民阅读背景下公共图书馆服务弱势群体的障碍的基础上,提出应遵循以人为本、协同合作以及用户满意三大原则,从法律制度、服务模式以及服务客体三个方面探讨全民阅读背景下公共图书馆弱势群体阅读权利保障机制的构建。
This paper briefly introduced the concept and characteristics of vulnerable groups for public library, and proposed three service principles including people-oriented, collaboration and customer satisfaction, based on the detailed analysis of public library service for vulnerable groups under the background of national reading, and explored the construction of vulnerable groups' reading right safeguard mechanism from three aspects of legal system, service mode and service object.
