关于信访法治化路径的探讨

党的十八届四中全会明确提出全面推进依法治国的指导思想、总体目标、基本原则,其中专门提出：＂把信访纳入法治化轨道,保障合理合法诉求依照法律规定和程序就能得到合理合法的结果。＂在2017年7月中旬召开的第八次全国信访工作会议上,习近平总书记对信访工作又作出重要指示,其中再次强调信访工作要＂加强法治建设＂。本文就如何落实党的十八届四中全会提出的全面推进依法治国的总体要求、目标任务以及＂把信访纳入法治化轨道＂的要求,如何贯彻习近平总书记关于信访法治化建设的重要指示精神,从信访问题的产生、发展、解决全过程,探讨了信访法治化问题以及信访法治化实现的路径等问题。

The Decision of the Forth Plenary Session of the Eighteenth CPC Central Committee clearly puts forward the guiding ideology, overall objectives ＆ basic principles of ruling the country by law, which specially proposes ＂bringing the letters ＆ calls into the orbit of ruling by law and assuring the reasonable and legitimate appeals could get reasonable and legitimate results in accordance with the law and the procedure＂. At the 8th National Conference on Letters ＆ Calls in the middle of July, 2017, General Secretary Xi Jinping made an important instruction on letters ＆ calls work that he emphasizes again strengthening the construction of the rule of law in letters ＆ calls work.
