On Three Basic Problems of Rural Poverty Management in China

中国农村贫困治理的基本问题是农村贫困治理研究的核心问题。文章基于习近平总书记指出的"扶持谁""谁来扶""怎么扶"这三个关键性指标,提出当前农村贫困治理存在的三个基本问题:一是"扶持谁"的问题,即精准扶贫深入推进,识别标准仍需细化;二是"谁来扶"的问题,即政府投入力度持续加大,市场主体仍需增强;三是"怎么扶"的问题,即贫困人口持续减少,返贫问题亟须解决。通过探讨面临的基本问题及解决出路,为当前农村贫困治理提供一种借鉴。

The basic problem of rural poverty governance in China is the core of the study of rural poverty management. Based on the three key indicators of ＂supporting who＂,＂who will help＂and ＂how to help＂pointed out by General Secretary Xi Jinping,this paper puts forward three basic problems in the current rural poverty Management. First,the problem of ＂supporting who＂,that is,the precision of poverty alleviation. In advance,the identification standard still needs to be refined. Two is the problem of ＂who will help＂,that is,the government investment continues to increase,the market subject still needs to be strengthened. The three is the problem of ＂how to help＂,that is,the poverty population continues to reduce,the problem of returning to poverty needs to be solved. Through the discussion of the basic problems and solutions,this paper provides a reference for the current rural poverty management.
