Research on the Countermeasures of Cultivating the Characteristic Township from the Perspective of Innovation

特色小镇作为一种新型产业空间组织形态,是推动产业转型升级和供给侧改革的重要平台。深入剖析当前特色小镇建设热潮中面临的各种问题,提出只有因地制宜地结合区域特征,以"一个目标、两大功能、三大特色、四位一体"为基本思路,不断创新体制机制,解决资金、技术、人才等关键问题,用全新的思维理念推动特色产业做强做优,实现产业与旅游、产业与文化、产业与社区的深度融合发展,才能培育出一批"产业特、机制活、形态美"的特色小镇,使其成为推动我国新型城镇化建设可持续发展的新动能。

As a new type of industrial space organization,the characteristic township is an important platform to promote industrial transformation,upgrading and supply-side reform. This paper makes an in-depth analysis on the various problems in the current upsurge of characteristic township construction and proposes that only by adjusting to and integrating local characteristics,adopting the basic thoughts of ＂ one goal,two major functions,three major characteristics,and the four in one＂ and conducting constant innovations in institutional mechanisms to address issues like capital,technology and human resources and promote the special industries to become stronger and better on the basis of brand new ideas,,to realize the in-depth integration and development of industry and tourism,industry and culture industry and community,so as to cultivate a series of township with characteristics like ＂ industrial specialties,flexible mechanism,pretty form＂,making it a new impetus for promoting the sustainable development of China＇s new-type urbanization.
