Analysis of Intelligence Service Problems in Emergency Decision-making for Mass Emergencies

[目的/意义]分析当下突发事件应急决策情报工作问题,推动情报引导科学决策。[方法/过程]研究群体性突发事件的特征及演化周期,利用科学的解释模型分析群体性突发事件应急决策过程中情报源及情报流层面存在的问题。[结果/结论]提出从法律层面完善对情报工作的保障,优化情报设施,发展情报技术,加强情报人才队伍建设,构建应急决策情报体系等建议。

[Purpose/significance] The paper is to analyze the current intelligence work problems in emergency decision-making,in order to promote intelligence to guide scientific decision-making.[Method/process] The paper studies the characteristics and evolution period of mass emergencies,and analyzes the problems in the levels of intelligence source and intelligence flow in the process of emergency decision-making by scientific interpretation model.[Result/conclusion] It puts forward suggestions including improving intelligence service guarantee from the legal level,optimizing the intelligence facilities,developing intelligence technologies,strengthening the construction of intelligence personnel,and building an emergency-decision intelligence system.
