歙县机制砂场管理存在问题及对策

Problems and Countermeasures of She County Mechanism Sand Field Management

过量河道采砂导致河道砂石枯竭，影响河势稳定防洪安全，产生诸多水环境水生态问题，机制砂取代河道采砂具有积极的意义。本文主要分析机制砂场存在的问题，包括管理缺失、私挖乱采、水土流失、污染环境，并提出针对性的解决对策：在制度层面出台相应的管理办法，在管理层面明确各职能部门职责，在技术层面提出要求、审核技术措施，编制全县机制砂场规划，总量控制，适当提高进入门槛，改变小而滥现象。

Excessive channel sand mining leads to the exhaustion of river sand and gravel, which affects the stability of flood control security and produces a lot of water environment water ecological problems. This paper mainly ana- lyzed the existing problems of the mechanism sand field, including the lack of management, the private digging, the soil erosion, the pollution of the environment, and put forward the countermeasures： the corresponding management measures were introduced in the system level, the responsibilities of various functional departments were clearly de- fined in the management level, the technical measures were put fox,yard in the technical level. At the technical level, it put fox,yard requirements, examined technical measures, compiled the county-wide plan for machine-made sand farms, controls the total amount, raised the entry threshold appropriately, and changed the phenomenon of small but excessive.
