新型城镇化中农业保险对农业经济的溢出效应分析——基于山东省17地市的经验数据

New Urbanization Quality,Agricultural Insurance,and Agricultural Economic Growth: An Analysis Based on the Empirical Data of 17 Cities in Shandong Province

新型城镇化中的农业保险在防范化解农业生产风险、精准扶贫、促进农业经济增长及完善农业社会支持保护体系等方面发挥了重要功能,有助于实现乡村振兴战略。采用2007—2016年山东省的区域面板数据,构建包括人口、经济、生态和社会发展4个维度的新型城镇化质量水平测度指标体系,应用熵值法测度各地市的城镇化质量水平,并分析其区域差异,基于固定效应面板数据模型进行实证分析。研究表明:农业保险的发展对农业经济的增长有显著正效应,新型城镇化质量水平对农业经济增长有显著影响且存在一定的区域差异,高质量新型城镇化区域,新型城镇化水平促进农业经济的增长,而低质量及中等质量新型城镇化区域,新型城镇化水平显著抑制农业经济的增长,另外作为控制变量的农业生产规模和财政对农业的支持力度对农业经济的增长有促进作用。

Agricultural insurance in the new urbanization has played an important role in preventing and resolving agricultural production risks,accurately helping the poor,promoting agricultural economic growth,and improving agricultural social support and protection systems.It has helped to carry out the strategy of rural rejuvenation.Using the regional panel data of Shandong Province from 2007 to 2016,we constructed a new urbanization quality level measurement index system which includes the four dimensions of population,economy,ecology,and social development,applied the entropy method to measure the urbanization quality level of each city and analyze the differences between regions.Besides,an empirical analysis was conducted based on the fixed effect panel data model.The research shows that the development of agricultural insurance has a significant positive effect on the growth of agricultural economy. The quality of new urbanization has a significant impact on agricultural economic growth and there exist some regional differences in high-quality new urbanization areas.A new type of urbanization level serves to promote the agricultural economy while in the new urbanization area with low quality and medium quality,the new urbanization level significantly inhibits the growth of the agricultural economy.In addition,the agricultural production scale and financial support for agriculture as a controlled variable will have a promoting effect on the growth of the agricultural economy.
