摘要
文章采用三阶段DEA模型评价了相同环境下各区域的环境效率水平、变化趋势及其差异性,探讨了区域环境效率的影响因素,剥离了外部环境因素和随机误差因素的影响,为真实测度环境效率提供了可行的方法。研究结果发现:(1)三阶段DEA模型可有效剔除随机误差因素与外部环境因素对区域环境效率的影响,能客观真实的测度我国各省市的环境效率水平,获得比传统DEA模型更精确的环境效率结果。(2)区域平均环境效率和平均纯技术效率均被低估,环境效率的变化主要是通过环境因素和随机因素对纯技术效率影响引起的。(3)外贸依存度、第二产业增加值占比、城市规模的增加对环境效率的提升产生负影响。(4)规模收益的变动受环境和随机因素的影响较为显著。
This paper employs the three-stage DEA model to evaluate the level, trends and differences of regional environmental efficiency under the same environment, discusses the influence factors of regional environmental efficiency, and removes the influence of external environmental factors and random error factors to provide a feasible method for real measurement of environmental efficiency. The study results show that 1)the three-stage DEA model can effectively eliminate the effects of random error and external environment on regional environmental efficiency so as to objectively measure the environmental efficiency level and obtain more accurate environmental efficiency results than the traditional DEA model;2)the regional average environmental efficiency and pure technical efficiency are underestimated because the change of environmental efficiency is mainly caused by the influence of environmental factors and random factors on the pure technical efficiency; 3)the dependence of foreign trade, the proportion of added value of the second industry and the increase of urbanization level have negative effects on the improvement of environmental efficiency; 4)the change of scale income is affected by environment and random factors.
