我国农业保险健康有序发展的制约因素与推进策略

Research on the Restrictive Factors and Countermeasures of Healthy and Orderly Development of Agricultural Insurance in China

在农业供给侧结构性改革的大背景下,实施了近十年的农业保险政策在我国农业生产中发挥了重要的"减震器""避险器"作用。但是,源于被保险者(传统农户与新型经营主体)、保险组织、制度安排等多个方面的不利因素却制约着我国农业保险的健康有序发展。文章从农户认知及其自身特性、农险运作模式与监管、农险创新、补贴制度安排等方面讨论了制约农业保险健康有序发展的制约因素,并针对性提出优化对策,以期对相应改革作出启示与借鉴。

Under the background of agricultural supply-side reform,the policy of agricultural insurance implemented for nearly a decade has played an important role as a ＂shock absorber＂ and ＂avoidor＂ in China’s agricultural production.However,unfavorable factors from insurers（traditional peasant households and new business entities）,insurance organizations,institutional arrangements,etc.,have restricted the healthy and orderly development of agricultural insurance in China.This article,based on the understanding of farmers and their own characteristics,the agricultural insurance operation mode and supervision,agricultural insurance innovation,and subsidy institutional arrangements,discussed the restrictive factors that restrict the healthy and orderly development of agricultural insurance,and put forward specific countermeasures for pertinence,so as to make inspiration and reference for the corresponding reform.
