Exploration on the Path Optimization of China-ASEAN Tourism Service Trade System

旅游服务贸易是中国—东盟合作的先导产业和优先发展的重点领域。随着CAFTA建设深入推进,中国和东盟双方在旅游领域做出了高水平的开放承诺,但协议细化、合作机制、合作平台、国内法保障等问题制约了旅游承诺的落地。文章认为,在国际层面上,应不断完善区域旅游政策规则制定,搭建多层次的旅游合作平台,加强区域争端解决机制建设;在国内层面上,应加强法律的清理与供给,促进国内法升级和衔接等。

Tourism service trade is the leading industry and key field of China-ASEAN cooperation.With the development of CAFTA,both sides have made a high level of open commitment in the field of tourism,but there are some issues restricted the implementation of the tourism commitments,such as the refinement of the agreement,the cooperation mechanism,the platform of cooperation and the guarantee of the domestic law.Therefore,the article puts forward some suggestions：in the international field,the rules and regulations of regional tourism policy are needed to be constantly perfected,a multi-level tourism cooperation platform is needed to be set up,and the construction of regional dispute settlement mechanism is needed to be strengthened.In the domestic aspect,the cleaning and supply of laws is needed to be strengthened,and the upgrading and connection of domestic law are needed to be promoted.
