Approaches to China's Law-Based Modernization in the New Era of Globalization

作为全球化的重要助推力,信息科技革命正以前所未有的速度和深度影响全人类。鉴于此,有必要探析信息科技革命如何影响新全球化,分析新全球化进程中出现的一些新情况和全球治理新问题。法治化是推进全球治理体制变革、构建世界新秩序的关键。独立自主与积极渐进式改良的中国法治现代化,要求坚持走新时代中国特色社会主义法治道路、坚持责任和能力相适应与相对称、坚持国内法治和国际法治有机协调协同发展、坚持构建人类命运共同体法律制度、坚持以和平与发展作为价值追求的新时代全球治理新模式。

As an important factor driving globalization, information revolution is influencing all mankind at an unprecedented speed and depth. In view of this change, it is necessary to investigate how the information revolution affect this new round of globalization and analyze the new developments and issues concerning globalization and global governance. Our analysis shows that China＇s independent and gradual modernization based on rule of law can be realized by adopting the following approaches： we have to take the road leading to socialist rule of law with Chinese characteristics for a new era; ensure responsibility commensurate with capacity; coordinate domestic rule of law with international practice; establish a legal system for a community with a shared future for mankind; and stick to taking peace and development as value pursuit for governing the global issues in a new era.
