Three-level Water Quantity and Quality Control Barrier System for Sponge City in Gui'an New District

摘要 在分析城市新区海绵城市建设特点、难点的基础上,结合贵安新区实际情况,以目标为导向,构建了水量、水质三级控制屏障系统,该系统从宏观、中观、微观三个层次构建了海绵系统,落实了"源头减排、过程控制、系统治理"三段论,并从建设主体的角度明确了各方责任,为新区海绵城市建设探索一条新途径。 Based on the analysis of the characteristics and difficulties of the sponge city construction in new urban districts, this paper introduced three-level water quality and quantity control barrier system for sponge city construction. This system, synthesized goal orientation and objective reality of Gui'an new district, contains three parts of the macro, the middle and the micro levels. It is proven that this system can carry out not only source reduction, but also process control and systematic governance. Besides, the responsibilities of the government and developer were illustrated, based on the construction subject analysis. At last, the three-level water quality and quantity control barrier system could be used to provide a new path for sponge city in Gui'an.
