优化调整行政区划促进低碳经济发展的策略研究

优化调整行政区划能够对发展低碳经济产生积极的影响。现在很多地区的行政区划已经不适应低碳经济的发展,行政区划的过度分散影响了人们的低碳决策,更不利于企业从事相应的碳减排活动。因此要考虑对现有的行政区划进行优化调整,对有些行政区域以及有关部门进行兼并重组。为此本文提出给名义上的行政区划正名,发挥政府在有关部门兼并重组中的表率作用,允许企业碳排放权的结存使用等相应的解决对策以促进低碳经济的发展。

Optimizing the administrative division can have a positive impact on the development of low-carbon economy. The existing administrative divisions have not adapted to the development of low-carbon economy. The excessive decentralization of administrative divisions has affected people＇s low carbon decision-making, and it is not conducive to enterprises to engage in carbon emission reduction activities. Therefore, it is necessary to optimize and adjust the existing administrative divisions, and carry out merger and reorganization of some administrative regions and related departments. Some policies have been proposed to solve these issues.
