摘要
2018年初,天津青年职业学院整建制并入天津职业大学。在此过程中,两校在管理机构、学科设置、人力资源、校园文化等方面,实现了诸多要素的有效融合。高校合并有助于扩大办学规模,提高办学效益,但高校合并也会产生各种潜在和现实的问题,如校区间管理模式不统一、资源整合与共享受到多重因素制约、师生工作和学习受到不同程度影响等,应引起高校的高度重视。在总结上述两校合并经验的基础上,本文提出采取制定计划、促进融合、处理好集权与分权关系等措施,解决高校合并过程中出现的种种弊端,真正实现校区间优势互补,整体提升高校的育人水平和综合竞争力。
At the beginning of 2018, Tianjin Youth Vocational College was merged into Tianjin Vocational Institute. The two colleges are fused effectively in terms of management system, subject setting, human resources and campus culture. Though the merger helps enlarge the college size and increase management efficiency, it will also bring about some problems like inconsistency of management modes and restriction of resources integration and sharing. Learning from experiences of the merger, the author suggests that we make reasonable plans and well handle the relation between eentralization and separation of powers to solve various problems caused by the merger. In this way, different campuses can complement each other's advantages and the college's overall competitiveness can be enhanced as well.
