常态侦查实践中主要应对的案件形式为"小案",其特性表现为以公安机关内部侦查部门的职能划分为直接依据,通常不适用技术侦查手段,与人民群众的切身利益息息相关。应从树立常态侦查正确观念、规范警力配置、建立侦查资源灵活配置机制等方面出发,走出常态侦查长期面临的认知态度偏差、侦查资源配置局限、侦查机制运行不畅等困境,使得常态侦查得以优化,案件侦破实效得以提高。

Normal investigation focuses on minor cases, which are characterized by its direct basis on the function division of the investigation sections within the public security organs, inapplicability to technical investigation and close relation with the vital interests of the people. Accordingly, efforts need to be made to develop correct concept of normal investigation, standardize police force configuration, establish the mechanism of flexible allocation of investigation resources so as to elliminate the predicament of cognitive biases in normal investigation, limitation of investigation resources allocation and defective operation of investigation mechanisms, and thus optimize normal investigation and improve cases handling efficiency.
