总体国家安全观下“全民反恐”的反思

Thinking on the National Anti-Terrorism under the Overall Concept of National Security

总体国家安全观是新时代国家安全工作的纲领性思想及根本遵循,但以总体国家安全观检视当前全民反恐战略的主流设计,存在定性与价值追求模糊、暗示恐情"严重"、诱发族际间偏见等不足。科学的公众参与反恐活动方式应以总体国家安全观为指导,在厘清全民反恐与专群结合、人民战争等传统话语关系的基础上,围绕原则、理念、制度三个维度对全民反恐战略进行改良,具体包括确立全民反恐的原则、树立"反恐中主体"理念,以及建立全民反恐分级制度。

The national anti-terrorism as a supplement of the government anti-terrorism activities, in recent years,the national anti-terrorism strategy has arouse more extensive attention in academic circles, but three major shortcomings in the design of national anti-terrorism strategy. In order to realize the scientific designing of public participation in anti-terrorism activities, on the basis of distinguishing the national anti-terrorism and the people＇s war, some suggestions on using the expression of national anti-terrorism cautiously, setting up the subject idea in anti-terrorism activities,and establishing the classification system of national anti-terrorism.
