摘要
[目的/意义]科技军民融合是引领军民深度融合发展的核心,是布局发展先发优势技术的内在需求,也是推动区域经济发展转型发展的必然需求。[方法/过程]根据军民融合的特性,梳理了科技军民融合平台构建的三个着力点,其分别是军民科技融合工作格局的顶层设计、科技军民融合创新环境的系统优化、军民科技融合创新要素的服务供给。[结果/结论]构建军民科技融合平台要注重体制机制创新,包括率先设立省级军民科技政策协调委员会与军民科技融合理事会、大力打造"军政产学研金"融合的平台、创新科技军民融合资源要素供给制,以此为承载和推动四川军民融合科技创新改革试验提供有效支撑。
[Purpose/meaning ] The civil - military integration of science and technology is the core that leads the deep integration development of military and civilian. It is the internal demand of giving priority to develop technology, and promoting the transformation of regional economic development. [ Method/process ] Based on the characters of civil - military integration, this paper sorts out the three key points in constructing integration of defense and civilian technologies platform for science and technology : the top - level design of work pattern, the system optimization of innovative environment, and the service supply of the elements of innovation. [ Results/conclusions ] Attention should be paid to the innovation of system and mechanism of civil - military integration technology platform, including setting the provincial policy coordination committee and council, making great efforts to build the platform economy of "Military- political - industrial - academic - research funds", and innovating the supply system of resource elements. In this way, an effective support can be provided for promoting the innovation and reform experiment of military and civilian integration Sichuan.
