加快养老服务体系建设应对人口老龄化

Speeding up the construction of the service system responding to the aging population

我国老龄化呈现加速态势,"居家为基础、社区为依托、机构为补充、医养相结合"的养老服务体系已初步形成。但目前仍主要依靠家庭,存在社会化服务供给不充分、养老服务体系建设不平衡,互助养老推进困难、跨部门协作格局未形成,医养结合政策落地实施难、服务标准化体系待完善,养老服务人才供给不足、资金投入不足和老年群体购买力弱、适老环境建设较为落后等很多问题。亟需树立积极老龄化理念,构建社会参与支持系统,加强社区养老服务供给,完善农村养老服务制度,缩小城乡服务差距,加强机构组织协调,大力推动医养结合,加强养老服务人才队伍建设,提高服务质量,多元主体责任共担,解决养老服务资金难,推动适老化建设和改造,建立全龄型宜居环境。

the aging society in China has shown an accelerated trend.The old-age service system has been initially formed with the basis of home,dependence of community,supplement of organization and combination of medical and care.But at present,old-age caring still mainly depends on the family,there still exist many problems including insufficient social service supply,the unbalanced construction of the old-age service system,mutual assistance difficult to promote,cooperation pattern cross department not yet been formed,the medical care combination policy difficult to be implemented,the system of service standardization to be improved,insufficient supply of talents for the aged,the insufficient investment,weak purchasing power of the old group,and relatively backward of the old environment.It is urgent to establish the concept of active aging,build a social participation support system,strengthen the supply of old-age service of community,improve the rural old-age service system,reduce the service gap between urban and rural areas,strengthen the coordination of organization,vigorously promote the integration of medical and care,strengthen the construction of the personnel of the aged service,improve the quality of service and the responsibility of multiple main bodies.It is necessary to solve the problem of funding for the old age services,promote the construction and transformation of suitable ageing,and establish a livable environment of all ages.
