内蒙古突破资源型城市产业转型的困境与对策研究——以包头市为例

Study on the Difficulties and Countermeasures of Industrial Transformation in Breaking Through Resource-based Cities in Inner Mongolia——Taking Baotou as an example

包头市作为内蒙古重要的资源型城市,依托丰富的煤炭、稀土、铁矿等资源优势,形成了以稀土、钢铁、铝业、电力等支柱产业。阐述包头市资源型产业的发展现状及其基本特征,探索包头市突破资源型城市产业转型的困境,构建科学合理的资源型城市产业转型的评价指标体系,为包头市突破资源型城市产业转型的困境指明发展目标和可选路径。依据分析结果提出了符合包头市实践特色的资源型城市产业转型的政策建议。

As an important resource-based city in Inner Mongolia, Baotou City has formed pillar industries such as rare earth, steel, aluminum and electric power, relying on abundant resources such as coal, rare earth and iron ore. Explain the development status and basic characteristics of resource-based industries in Baotou City, explore the dilemma of Baotou City＇s breakthrough in resource-based urban industrial transformation, and construct a scientific and rational evaluation index system for resource-based urban industrial transformation, and break through the resource-based urban industrial transformation in Baotou City. Dilemmas indicate development goals and alternative paths. Based on the analysis results, this paper proposes the policy recommendations for resource-based urban industrial transformation in line with the practical characteristics of Baotou City.
