上海市宝山区《上海市公共场所控制吸烟条例》实施效果评价

Effect Evaluation of Implementation of “Tobacco Control Regulation in Public Places of Shanghai” in Baoshan District of Shanghai

目的了解上海市宝山区实施《上海市公共场所控制吸烟条例》(以下简称《条例》)的情况和效果,为公共场所控烟工作提供依据。方法采用目的抽样的方法,在宝山区抽取各类公共场所100余家,在新旧版《条例》实施过程中每年进行实施情况和效果的监测。结果新旧《条例》实施后有控烟资料的场所占比都比实施前有明显提高(P<0.05),但旧《条例》实施6年后曾有明显下降(P<0.05)。有禁烟标识的场所占比变化不大,但新《条例》实施后有明显提高(P<0.05);有烟具、烟蒂和吸烟场所的占比基本呈持续下降的趋势,新《条例》实施后进一步大幅下降(P<0.05)。劝阻吸烟的占比在旧《条例》实施后有大幅度提高(P<0.05),但中间有所波动。结论宝山区实施《条例》取得一定成效,特别是新《条例》的效果尤为明显,但也要注意《条例》效果消退的可能。应加强宣传和监管,并持之以恒。

Objective To understand the status and effect of implementation of ＂Tobacco Control Regulation in Public Places of Shanghai＂（referred to Regulation） in Baoshan District, and provide evidence for public places to formulate strategies of smoking control. Methods By the method of purposive sampling, more than 100 monitoring public places were selected for continuous monitoring of tobacco control during the implementation of the new and old Regulations. Results After the implementation of the new and old Regulations, the proportion of places which had tobacco control advocacy materials was increased obviously（P〈0.05）, but obviously decreased after the implementation of the old Regulation during 6 years（P〈0.05）. There is little change in the proportion of places with ＂No Smoking＂ signs after the implementation of the old Regulation,but the proportion was improved dramatically after the implementation of the new Regulation（P〈0.05）; the proportion of places with smoking set, cigarette ends, and smoking were continuing to decline, especially after the implementation of the new Regulation（P〈0.05）. After the implementation of the old Regulation, the proportion of discourage smoking increased dramatically（P〈0.05）, but the rates fluctuated a lot. Conclusion The implementation of the new and old Regulations in Baoshan District has achieved certain results, especially after the new Regulation was released. but it is also necessary to pay attention to the possibility of the elimination of the regulations. Publicity and supervision should be strengthened and sustained.
