摘要
经济新常态下,辽宁、山西等省GDP增长严重失速,这一现象并不能用资源诅咒来解释。国家级交通枢纽拥有成本、信息等多方面优势,而经济失速省份省会都不在交通枢纽,不利于为全省集聚人才和资本。实证研究表明,剔除其他因素影响后,省会位于国家级交通枢纽的省份年均增速比其他省份高1.6%。建议新建高铁线路并搬迁部分省会,以使宁夏、安徽等7省之省会位于交通枢纽,促进其经济发展。
Under the new normal economy, GDP growth in Liaoning and Shanxi provinces has stalled severely. This phenomenon cannot be explained by resource curses. National transportation hubs possess numerous advantages such as cost and information, while the provincial capitals that are economically stalled are not located in transportation hubs, which is not conducive to aggregating talents and capital for the entire province. Empirical studies have manifested that after eliminating other factors, the average annual growth rate of provincial capitals located at the national transportation hub is 1.6% higher than that of other provinces. It is proposed to construct a new high-speed railway line and relocate some provincial capitals so that the provincial capitals of seven provinces, including Ningxia and Anhui, will be located at transportation hubs to promote their economic development.
