京津冀协同发展下“环京津贫困带”出路探讨

Reducing "Poverty Belt around Beijing and Tianjin" under Beijing-Tianjin-Hebei Integration

在京津冀协同发展的大背景下,"环京津贫困带"的存在成为京津冀区域协调发展的制约因素,因此解决"环京津贫困带"问题不仅关系当地人民的脱贫致富,也关系到区域协调发展。深入剖析"环京津贫困带"的贫困程度及其与京津周边远郊县的贫困差距,运用固定效应模型对导致贫困的主要因素进行分析。结果表明:耕地面积、公路里程、规模以上工业企业、全社会固定资产投资、乡村从业人员等对贫困县人均GDP有积极影响;常住人口、第一产业占比和农用机械总动力等对人均GDP有消极影响。最后,从京津冀协同发展的角度给出提升"环京津贫困带"经济发展水平的政策建议。

The ＂poverty belt around Beijing and Tianjin＂ has become an obstacle to Beijing-Tianjin-Hebei integration. By analyzing the poverty degree of the ＂poverty belt around Beijing and Tianjin＂ and its gap between the suburbs around Beijing and Tianjin,this paper uses fixed effect model to analyze the main factors leading to poverty. The results show that the cultivated area,highway mileage,industrial enterprises above designated scale,total investment in fixed assets and rural employees have positive impact on per capita GDP in poor counties. The permanent resident population,the proportion of the primary industry and total power of agricultural machinery have negative impact on the per capita GDP.Finally,the paper gives policy suggestions on how to improve the economic development of this poverty belt.
