政府支持中小企业创新效率评估——以天津为例

Evaluation on Innovation Efficiency of Government-Supported SMEs——A Case of Tianjin

在创新驱动发展战略大背景下,科技型中小企业成为社会经济发展中最具创新活力群体的地位逐渐显现,因此科学衡量进而提升科技型中小企业的创新效率不仅关系企业的生存与成长,也关系着区域经济的稳定与发展。运用随机前沿模型,首先对2005年至今的天津地区承担创新基金项目的科技型中小企业创新效率进行分析。结果表明:天津市科技型中小企业整体创新效率的平均水平为0.308 8,尚处于较低水平,天津各地区中滨海新区、滨海高新区中小企业创新效率最好,各领域中电子信息、资源与环境、新能源与高效节能领域的创新效率较好;又对创新基金支持额度及支持方式对中小企业创新效率影响进行分析。最后,从政府支持角度指出提升科技型中小企业创新效率水平的政策建议。

In the context of the innovation-driven development strategy,technology-based SMEs are becoming the most innovative and dynamic parts of society in terms of social and economic development. Therefore,the scientific measurement and promotion of the technology innovation efficiency of SMEs has an impact not only on the survival and growth of the enterprises,but also on the stability and development of the regional economy. By using a Stochastic Frontier Analysis（SFA） model,this essay firstly evaluates the innovation efficiency of SEMs in Tianjin that have undertaken the state-funded technology projects since 2005. The results show that the average of the innovation efficiency of technologybased SMEs in Tianjin is 0.3088,which is still relatively low. On the one hand,the innovation efficiency in the Binhai New Area and Binhai High-tech Zone is higher than other districts of Tianjin;on the other hand,the innovation efficiency in industries such as electronic information,resources and environment,new energy and energy-efficient technology is higher than other industries. The essay also analyzes the impact of the quota and patterns of innovation-supporting funds on the innovation efficiency of SMEs. Finally,the essay gives policy suggestions on how to promote the innovation efficiency of SMEs in terms of government supports.
