财政支农资金的减贫增收效应分析

Analysis of Effect of Fiscal Support to Agriculture on Poverty Reduction and Income Generation in Rural Areas

随着扶贫工作的进一步深入,传统的扶贫机制出现了越来越多的问题。政府财政支农资金是贫困地区人口减贫增收的重要渠道,如何进一步发挥财政支农资金的减贫增收效应,成为精准扶贫政策调整的关键。通过对31个省市(自治区)级地区的农村财政支农资金的面板数据进行实证分析表明,无论是对全国整体水平,还是分区域考察,财政各支农资金项目都会对贫困人口减贫增收产生正向的积极作用,但区域间财政各支农资金项目的作用效果存在着较大的差异。对比发现,地区发展水平越是落后,社会性支农资金项目的减贫增收效应越强,效果越明显。应通过加大财政支农的资金投入,在不同区域差别化运用科学程序实施精准扶贫,加大农村财政教育支出,进一步完善财政支农资金扶贫工作。

Along with the further work for poverty alleviation,there are more and more problems in the traditional poverty alleviation mechanism.Fiscal support to agriculture has been an important means for poverty reduction in poor area.How to better utilize the effect of fiscal support to agriculture on poverty reduction will become the key for accurate poverty alleviation policy adjustment.By constructing a theoretical model and making the empirical analysis with the fiscal support to agriculture panel data of 31 provincial regions of rural,the results show that financial expenditure projects will play the positive role for poverty alleviation poverty population no matter the overall level of national or point＇s area.But there are big differences about fiscal spending effects among different regions.By contrasting,the less developed regions,the stronger the poverty reduction effect of social spending projects,and the effects are more apparent.So financial input should be made,different scientific and effective procedures should be carried out in different regions,expenditure of rural financial education should be increased,in order to further the work of financial expenditure for poverty alleviation.
