农业科研院所综合性科研基地建设与管理实践——以河南现代农业研究开发基地为例

Construction and Management of Comprehensive Scientific Research Base of Academy of Agricultural Sciences,a Case Study of Henan Modern Agricultural Research and Development Base

文章以河南现代农业研究开发基地为例,总结了近年来该基地在农业科技创新、科技产业发展、支撑引领现代农业和科技合作交流等方面取得的主要成效,客观分析了目前该基地在资源综合利用、管理运行机制等方面存在的问题,并针对存在的实际问题,提出了建立试验用地"统分结合"的管理模式、建立科学有效的"管理人员"激励机制、建立临时用工"四个统一"管理模式、建立精细化支撑保障体系等进一步加强基地管理的对策,以充分发挥基地的作用。

Taking Henan Modern Agricultural Research and Development Base as an example,achievements in fields of agricultural science and technology innovation,science and technology industry development,modern agriculture support and leading,and academic cooperation and exchanges were summarized in the paper.In the meantime,current problems in comprehensive utilization of resources,management of operational mechanisms were analyzed.According to the existing problems,countermeasures for further strengthening management of the base were put forward,i.e.,setting up a management model of experimental farmland which combine the total plan with individual,constructing scientific and efficient motivation mechanism of managers,setting up a four uniform management system of causal workers,and setting up refined support and safeguard system,etc.These measures will give full play of the base.
