流域中下游居民的支付意愿及其影响因素研究——以渭河流域为例

The resident's willingness to pay and its influencing factors in downstream of Weihe watershed

随着我国水生态环境问题频发,流域生态补偿机制的完善愈发重要,而准确测度流域中下游居民的支付意愿是建立科学的流域生态补偿机制的重要要素。文中以渭河流域为例,运用开放双边界二分式条件价值法考察了渭河中下游居民的支付意愿,利用D-H模型实证分析了流域中下游居民的支付意愿及其影响因素。研究发现,受访者的支付意愿为10.351元/月/人,其中城镇与农村居民的支付意愿分别为12.412元/月/人、8.271元/月/人。受访者的社会经济特征变量与认知变量共同对"参与与否"和"支付金额"两个决策产生影响,因此,政府或相关部门在制定政策影响居民支付意愿的时候,应考虑流域居民社会经济特征与认知两类变量对其支付意愿产生的影响。

With the frequent occurrence of aquatic ecological environment in our country,the perfection of watershed ecological compensation mechanism is more and more important. Accurately measuring the willingness to pay of the residents living in watershed downstream is an important factor in establishing a scientific watershed ecological compensation mechanism. The research took Weihe watershed as an example,examined the WTP of residents in watershed downstream by using the open double-boundary two-factor contingent valuation method（ CVM）. Then the D-H model were used to empirically analyze the WTP and the influencing factors of watershed downstream？ residents. The study found that respondents＇ WTP was 10. 351 Yuan/month per person,and the WTP for urban and rural residents was 12. 412 Yuan/month/person and 8. 271 yuan/month/person respectively. The respondents＇ socio-economic characteristics variables and cognitive variables jointly influenced the two decisions of ＂ participation＂ and ＂ payment amount＂. Therefore,when formulating policies that might affect the WTP of residents,the government or relevant departments should consider the impact of the respondents＇ socio-economic characteristics variables and cognitive variables.
