基于海洋功能区划的江苏省海岸线开发承载能力评价 被引量:10

摘要 海洋功能区划是海洋空间开发利用管理的依据,本文根据海洋功能区划类型和海岸线人工化类型构建海洋功能区允许的海岸线开发利用强度标准及海岸线人工化指数,然后根据海岸线开发承载力指数和承载力分级模型评价各岸段承载力状况,并在江苏省海域划定13个评价单元开展评价研究。结果表明:(1)江苏省13个评价单元中,海门市、连云港市辖区和通州市海岸线开发承载力指数很高,属于开发超载区域,海安县、启东县、响水县开发承载力指数介于0.9和1.1之间,属于开发临界区域,其余7个评价单元岸线开发承载力指数小于0.9,属于适宜开发区域;(2)以海洋功能区划为依据的海岸线开发承载力评价方法可真实、客观地反映海岸线开发承载能力。 Marine functional zone is an important basis for marine spatial exploitation. In this study,the exploitation intensity of the marine functional zone adjacent to the coastline and the artificial index of the coastline are established based on types of marine functional zone and artificial types of the coastline. Then the carrying capacity of each coastline is evaluated according to the classification model and index. The results show that,among the 13 evaluation units of Jiangsu province,the exploitation carrying capacity index of Haimen city,Lianyungang city area and Tongzhou city is high,which belong to over load region. It is between 0. 9 and 1. 1 in Haian county,Qidong county,Xiangshui county,which belong to the critical load region,It is less than 0. 9 in the other seven evaluation units,which belong to the suitable exploitation region. The evaluation methods based on marine functional zone can objectively reveal the capacity of coastline.
