Cooperativity Principle in Institutional Reform and its Realization

机构改革应增强改革的系统性、整体性、协同性,基于此,2018年党和国家机构改革提出了坚持优化协同高效的原则。其中,协同原则更是针对当前机构设置和职能配置中的问题而提出,为今后机构改革及其运作指明了方向。协同原则的法理基础是行政一体性原理和行政协调机制,实现方式包括了行政首脑办事机构、协调小组、行政协助等内容。由于机构改革任务的复杂性,协同原则的研究和实现仍然存在着长期性和艰巨性的问题。

The institutional reform should enhance the systematicness, integrity and cooperat ivity of the reform. Based on this, the Party and the state institutional reforms put forward the principle of optimizing cooperativity and efficiency in 2018. Among them, the principle of cooper ativity is presented in view of the problems in the current institutional setup and function alloca tion, which points out the direction for the future institutional reform and operation. The legal basis of the principle of cooperativity is the principle of administrative integration and administra tire coordination mechanism, which includes executive head office, coordination group, adminis trative assistance and so on. Due to the complexity of the task of institutional reform, there are still long term and arduous problems in the study and implementation of the principle of cooperat ivity.
