“全域旅游”背景下湖南实施旅游强省战略的思路、重点和政策建议

The Idea, Emphasis and Policy Suggestions of Hunan Province to Implement the Strategy of Strong Tourism in the Context of "Whole Region Tourism"

湖南作为旅游资源大省,近年来在全国的旅游产业地位不断被边缘化,如何抓住利用好国家精准扶贫政策,抓住国家实施乡村振兴战略的机遇,从"全域旅游"战略来切入,是值得思考的宏大命题。文章分析了湖南旅游产业的发展现状及主要问题,从目标制定、协同共进、融合发展等方面阐述了湖南实施旅游强省战略的思路和重点,在此基础上为湖南实施旅游强省战略提出了"四轮驱动"政策建议。

As a tourism resource, in recent years, Hunan province has constantly been in marginalized status in the national tourism industry. It is an essential to study how to seize the advantage of accurate state policy for poverty alleviation and to seize the opportunity of implement the strategy of rejuvenating the country from the strategy of ＂global travel. This paper analyzes the current situation and main problems of Hunan tourism industry, expounds the train of thought and key points of Hunan province＇s strategy, based on which this paper puts forward some suggestions of four-wheel-drive for Hunan province from aspects of setting target,collaboration and advancing together, integration and development, etc.
