摘要
综合管廊的建设及运营管理需要大量的资金,一般由政府和各管线单位承担,合理的综合管廊经费分摊模式有助于综合管廊的推进与发展,通过分析我国台湾地区完善的综合管廊经费分摊法规中关于建设经费和运营维护费分摊的规定,了解我国大陆地区经费分摊相关法规中欠缺的部分,并借鉴我国台湾地区经验,为我国推动大陆地区综合管廊建设提出了确定合理的经费分摊模式、完善法律法规两点建议。
The construction and operation management of utility tunnel requires a large amount of funds and it is generally borne by the government and pipeline units. The rational apportionment model will help the promotion and development of utility tunnel. Through analyzing the comprehensive apportionment regulations of funds about utility tunnel in Taiwan region such as the apportionment of construction funds,operation and maintenance expenses,we will be able to understand what is missing in the relevant laws and regulations about the apportionment of funds in China's Mainland. Based on the experience of the Taiwan region,we have proposed two proposals for utility tunnel of China's Mainland,such as the determination of a reasonable apportionment pattern for funds,the improvement of laws and regulations.
