政府购买社会工作服务已成为创新社会治理的重要方式。本文首先概述政府购买社会工作服务,并对辽宁地区进行购买情况介绍,继而阐述了政府购买社会工作服务的模式,从"购买什么"的视角进行了购买方式分析,从"如何购买"的视角进行了购买模式分析。在此基础上,论文第四部分以辽宁省成立的首家专业社会工作服务机构LH社工中心为例,对其的"前购买阶段"和"购买阶段"进行详细梳理与分析,最终提出作者反思。

The government＇s purchase of social work services has become an important way of innovating social governance. This article first summarizes the government＇s purchase of social work services and introduce the purchase situation of Liaoning, and then elaborates the mode of purchase, analyzing ＂what to buy＂ and ＂how to buy＂. On that basis, taking an example of LH social work service center, it makes a detailed analysis of its ＂pre-purchase phase＂ and ＂purchase stage＂, and finally puts forward the proposal on the government＇s purchase of social work services.
