摘要 水电能源开发中的移民问题不只是补偿和安置的问题,而更多需要考虑移民生计恢复和发展的问题。本文结合老挝南瓯江一期水电项目实践和国内经验,创新性地构建了阶梯式全周期的移民生计恢复新模式,提出了构建原则、机制、实施程序和保障措施。该模式在实践中应用效果明显,可作为基础模式为类似项目提供借鉴。 The migration in hydropower energy development is not only related to compensation and resettlement, but also involved in restoration and development of migrant livelihood. Laos Nanou River Phase I Hydropower Project practice and domestic experience are combined in the paper for innovatively constructing a new pattern of stepwise whole-cycle resettlement livelihood recovery. Construction principles, meehanisms, implementation procedures and safeguard measures are proposed. The mode is effective in practice, which can be used as a basic mode to provide reference for similar projects..
