浅析水利工程代建制存在的问题及建议

Brief analysis on problems and suggestions of agent construction system of water conservancy projects

水利工程代建制是近几年来我国新兴的水利工程建设管理模式。本文结合山东省开展中小型水利工程建设代建制试点的成功经验,总结了代建制在前期工作、开工审查、三控制、三管理、关系协调、项目验收、综合管理等方面的优势,指出了代建制存在的资质认定、资格认定、取费标准、标准合同、代建风险等方面的问题,并提出了有针对性的建议。

Agent construction system of water conservancy engineering is a new management mode of water conservancy engineering construction in China in recent years. Successful experience of agent construction system pilot of small and medium-sized water conservancy project construction in Shandong Province is combined in the paper. Advantages of agent construction system are summarized in the aspects of prophase work, communcement review, three controls, three managements, relationship coordination, project acceptance, comprehensive management, etc. Problems of current water conservancy engineering agent construction systems are proposed in the aspects of qualification authentication, qualification certification, charging standard, standard contracts, agent construction risk, etc., and suggestions are proposed in the aspects of laws and regulations, qualification and quality certification, charging standard, standard contract, etc.
