西藏农村土地“三权分置”政策执行困境研究

The Research on the Policy Implementation Dilemma of Farmland “Three Rights Division” in Tibet, China

西藏农村土地"三权分置"政策的落实,对盘活西藏农村土地要素、增加农牧民收入具有重要的现实意义。但是,西藏自治区特殊的地理位置、土地权属惯性、宗教信仰等决定了农地"三权分置"政策在执行时存在诸多困境,甚至会导致政策失灵、无效率和风险等,对此,自治区政府需要着力建立健全制度体系间的衔接机制,完善农地经营权流转的管理体系与市场体系等,消除利益相关者对"三权分置"政策的疑虑,减轻政策执行的阻滞,为政策的有效执行提供多元保障。

＂Three Rights Division＂ is an important policy for the Central Committee of the Chinese Communist Party to deeply reform the rural farmland system which breaks the property dilemma of rural land to advance the process of agricultural supply-side structural reform, which then to improve quality and efficiency of farming and increase farmer＇s income. However, Tibe＇s special geographical location, the history habits of land ownership and religious belief are affecting the ＂Three Rights Division＂ implementation, it leads to the policy failure, policy inefficiency and policy risk. So, the local government needs to establish a cohesion mechanism between the institutional system, needs to improve the management system and market system for the？circulation of rural farmland management rights, needs to eliminate the concerns of stakeholders. That will ease the policy implementation dilemma, it will provides multiple guarantees for the ＂Three Rights Division＂.
