Research on the Construction of Ecological Civilization

习近平主席指出:"共谋全球生态文明建设,深度参与全球环境治理,形成世界环境保护和可持续发展的解决方案,引导应对气候变化国际合作。要积极实施应对气候变化国家战略推动和引导建立公平合理、合作共赢的全球气候治理体系,彰显我国负责任大国形象,推动构建人类命运共同体"。笔者遵循习近平主席的教导,研读了中华优秀历史文化的自然生态观、马克思列宁主义的自然生态哲学和当代中国领袖的生态文明理论,通过科学探索和实践研究,发现了"速生碳汇草";发明了"生物捕碳固碳技术";首倡"综合开发利用大气碳资源","发展新气候经济","实现二氧化碳负增长",创建"零碳"区域发展模式;主张在全球范围内征收"碳、热、氧税",实施"碳、热、氧产品"交易;提出了生态文明建设的原理、定义、目标、方法和流程。为建设生态文明,实现人类的生存与可持续发展战略提供了科学依据和新的途径。

As putting forward by Chairman Xi Jinping, work together to build global ecological civilization by getting involved in global environmental governance, coming up with a solution for global environmental protection and sustainable development and pushing forward international cooperation on combating Climate Change. Also, it should actively implement the national strategy of combating climate change to promote a fair and reasonable governance system of global climate, reaching a win-win result. These moves show the image of a large country＇s responsibility, and promote the construction of a community with shared future for humanity. In consequences, according to Chairman Xi Jinping＇s speech, the author has studied the natural ecological outlook of Chinese splendid history and culture, the natural ecological philosophy of the Marxism–Leninism and the ecological civilization theory of the contemporary Chinese leaders. Through scientific exploration and practical research, fast-growing grass of carbon sequestration has been discovered, and carbon capture and sequestration technology has also invented. For the first time, it puts forward the idea of the comprehensive exploitation and utilization of atmospheric carbon resources, advocates the development of a new climate economy to achieve negative growth of carbon dioxide, and creates a zero-carbon regional development model. This paper suggests that it should levy taxes on carbon, heat and oxygen globally, and introduce the trade of carbon, heat and oxygen products. And then it puts forward the principle, definition, goal, method and process of ecological civilization construction. It provides a scientific basis and a new approach for building ecological civilization and realizing the strategy of human existence and sustainable development.
