关于包满铁路发展的研究

A Study on the Sustainable Development Strategies of the Baotou-Mandula Railway

包满铁路的发展对于推进内蒙古自治区向北开放战略,落实国家"一带一路"倡议,以及对接蒙古国"草原之路"倡议具有重要意义。在对包满铁路的功能进行准确定位的基础上,将与包满铁路相关联的满都拉口岸、甘其毛都口岸及二连浩特口岸的主要资源分布,主要运送的货物种类及货物量状况进行阐述,分析包满铁路开通后其包括的包头至白云鄂博、白云鄂博至巴音花、巴音花至满都拉3段的运输能力,提出包满铁路可持续发展的对策,以发挥包满铁路在中蒙俄贸易往来中的重要作用。

The Baotou-Mandula Railway is of great significance to promote the implementation of the Inner Mongolia Autonomous Region＇s opening-up policy to the north and China＇s ＂Belt and Road＂ Initiative while joining in Mongolia＇s ＂Road on Grassland＂ Initiative. Based on a precise definition of the functions of the Baotou-Mandula Railway, this paper has elaborated on the general conditions of three correlative ports： Mandula, Ganqimaodu and Erenhot focusing on their resource distribution, major types and volumes of freight. To make the Baotou-Mandula Railway play its full role in ChinaMongolia-Russia trade, this paper has put forward the strategies to promote sustainable development of the railway with an analysis of the transport capacity of the railway＇s three sections when it is put into use： the Baotou-Bayan Obo section, the Bayan Obo-Bayinhua section and the Bayinhua-Mandula section.
