农民工市民化进程中的基本公共服务问题研究

The Basic Public Service of Governments in the Process of Citizenization of Rural Migrant Workers

党的十八届三中全会公报指出全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。本文主要探讨农民工市民化进程中的基本公共服务问题,关注如何在合理有序推进农民工城市化的进程中统筹实现基本公共服务均等化。研究认为,在农民工市民化进程中,增强政府财力保障,推进户籍制度改革,提高农民工的社会融入程度和改变其发展观等是推动更多农业转移人口融入城镇并合理实现平等参与现代化建设进程的有效途径。

The communique of the third Plenary Session of the 18 th Central Committee of the CPC point out that the overall goal of comprehensively deepen the reform in new period is improving the socialist system with Chinese characteristics,advancing the governance system of the country and the modernization of governance capacity. What this paper mainly studies is how to make further research about the reform of the labor personnel system and equalization of basic public service in order to improve the incentive mechanism for much more citizenization under this general objective developing background. The study shows that in the process of citizenization of migrant workers,strengthening the government ＇s financial guarantee,promoting the reform of household registration system,improving the social integration degree of migrant workers and changing their concept of development are effective ways to promote the integration of more migrant agricultural population into cities and reasonably realize equal participation in the modernization process.
