中国雾霾天气成因及防治对策的系统思考

Systems Thinking on the Cause and Responses of the Haze Weather in China

为寻求防治中国雾霾天气的对策措施,使用系统思考方法,结合＂舍本逐末＂基模从气象环境,社会经济和法律制度三方面建立系统主体因素的因果循环图,对中国雾霾天气成因进行系统分析。基于此提出中国雾霾天气系统主体因素的杠杆解分别为生态环境建设、绿色发展战略和动态协调治理机制,指出要解决雾霾污染问题,必须降低杠杆解的时滞效应,实现杠杆解之间的正反馈机制。

To give responses to solve the problem of Chinese haze weather,with system thinking this paper builds main body factors causal loop diagram to analyze the factors of haze weather from meteorological environment,social economy and legal institutions adopting the system archetype of ＂shifting the burden＂. Based on this,the leverage solutions for main bodies are the construction of the ecological environment,the strategy of green development,and the mechanism of dynamic coordination and governance,it points out that the time lag effect of leverage solutions must be reduced to solve the problem of haze pollution and realize the positive feedback effect between leverage solutions.
