巢湖地区农村精神病患者社会救助现状及思考——以某医院为例

Status quo and reflections on social assistance for rural psychiatric patients——Take a hospital at Chaohu as an example

目的:了解当前农村精神病患者社会救助体系的运行状况及其存在的问题。方法:通过对某医院医务科农村精神病患者社会救助相关工作的参与,搜集相关数据,综合运用文献分析法、比较分析法对2014年至2016年第二季度某医院农村精神病患者的住院补助经费进行比较。结果:农村地区精神病患者的救助主要分为门诊和住院两类别。救助经费来源于医保报销和项目办补助,但存在着救助水平不高,救助覆盖面窄,救助程序繁琐,政策宣传不到位等问题。结论:农村精神病人社会救助事关国计民生,其中存在的问题需要通过政府各部门、医疗机构、社会群体和患者家庭的共同努力来解决。

Objective To explore the current rural social assistance system for rural psychiatric patients and the existing problems.Methods Through the participation in the social assistance work of medical service section in a hospital for rural psychiatric patients,the data were collected.Comparative analysis and literature analysis were adopted to compare hospitalization subsidies for the psychiatric patients treated in a hospital during the second quarter of the year from2014 to 2016.Results Social assistance for the psychiatric patients consisted of assistance for outpatients and for inpatients.The assistance funds were from medical insurance reimbursement and subsidies,but there still existed many problems,including low capacity of assistance,narrow aid coverage,complicated procedure of assistance,and inadequate publicity of related policies.Conclusions Social assistance for rural psychiatric patients is related to people＇s livelihood and the economic development of the nation.The problems existing in the social assistance system need to be solved through the joint efforts of respective government departments,health institutions,social groups and families.
