民族地区旅游扶贫效应感知及参与意愿实证研究——以甘南州扎尕那村为例

Empirical Research on Poverty Alleviation Effect Perception and Participation Willingness in Ethnical Regions: A Case Study of Zhagana Village of Gannan Tibetan Autonomous Prefecture

在"十三五"大力实施"精准扶贫"的宏观政策背景下,我国民族地区旅游扶贫问题研究应立足于民族地区贫困人口本身获利与发展的角度。文章在回顾国内外旅游扶贫问题研究的基础上,对扎尕那村居民对旅游扶贫效应感知及参与旅游意愿等问题进行研究。通过数据综合分析,扎尕那村居民对旅游扶贫经济效应、社会效应正向感知强烈,而对生态效应的负向感知较为明显,旅游扶贫负面影响初现;当地居民参与旅游发展意愿强烈,但缺乏参与能力。未来应注重从当地居民利益出发,保护开发并重,实现旅游发展和居民受益双赢。

Under the targeted poverty alleviation policy after the Thirteenth Five Year Plan, the study on poverty alleviation by tourism in ethnic regions of China should be focused on the development and profit made by poverty-stricken population there. This paper reviewed the theoretical and empirical study on poverty alleviation by tourism at home and abroad and carried out in-depth study on the effect perception of poverty alleviation by tourism and tourism participation intention in Zhagana village. The aggregate data analysis has shown that under the policy of poverty alleviation by tourism, there are strong positive perception of econonfic and social effect and obvious negative perception of ecological effect. The negative effect of this policy emerges. Moreover, it has turned out that in the tourism development there is strong participation will among local residents while there is low participation capacity. In the future, in the interest of local residents＇ benefit, protection and development should be paralleled to deliver a win-win result between tourism development and residents＇ interest.
