打击外流制贩毒犯罪活动的现状与思考——基于禁毒执法部门视角的分析

Current Situation and thoughts on Fighting against Drug-related Crime Outflow: From the perspective of Drug Control Enforcement Department

当前,我国面临境外毒品渗透和国内制贩毒犯罪蔓延的双重压力,制毒手段不断翻新,吸制贩涉毒网络层叠交织,走私、贩卖、运输、制造毒品等源头性犯罪均有高发多发态势。执法部门治理毒品问题难度大,毒品犯罪智能化、职业化、暴力化、网络化、组织化、武装化特征显著,境外与境内、网上与网下、黑枪毒恐等交织问题叠加。

Currently, China is faced with the dual pressure of overseas drug infiltration and the spreading of inland drug-trafficking crime. The drug manufacturing means are continuously refurbished. The drug-related network is compli-cated. Drug crimes relating to smuggling, trafficking, transporting and manufacturing are in a high incidence. It is difficult for the public security organs to crack down on the drug problem, which is characterized by intelligence trend, profession-alism, violence, networking, organization, and armed forces. Various problems combine together, such as, overseas and do-mestic, online and offline, gangs, illegal guns, terrorism and drugs, etc.
