上海推进金融支持"绿色技术银行"的框架思路是:政府出台顶层设计,为金融支持绿色技术发展提供政策支撑,引导多层次绿色金融市场体系和第三方认证体系的建立。银行业、资管业、保险业等相关金融机构在第三方机构的技术支撑下为各类绿色技术企业提供各种金融服务,推动绿色技术的发展。同时,"绿色技术银行"的发展也将为上海完善绿色金融体系,建设国际绿色金融中心提供良好的契机。

Based on Shanghai＇s existing policy support system and market environment and the international standard,the framework of Shanghai＇s financial support to the ＂Green Technology Bank＂can be seen in Figure 1：The government should introduce top-level design to provide policy support for finance support the green technology development,and to guide the establishment of a multi-level green financial market system and a third-party certification system.Banking,capital management,insurance and other related financial institutions provide various financial services for various types of green technology enterprises under the technical support of the third party institutions to promote the development of green technology.At the same time,the development of ＂Green Technology Bank＂will also provide a good opportunity for Shanghai to improve its green financial system and build an international green finance center.
