Main Contents and Characteristics of UIC IRS60674<Implementation of A High Speed Railway-Construction Phase>

施工阶段将高速铁路项目由设计变为现实。从子阶段目标、主要研究内容、基础资料以及风险等方面介绍了高速铁路施工阶段的施工计划、施工管理、测试及运行试验等三个子阶段,阐述了《高速铁路实施》系列标准更突出高速铁路项目环境保护、更加重视施工计划的特点,从纳入我国高速铁路施工中常用的关键路径法、横道图等方法,完善招标程序,纳入安全管理、费用管理、竣工验收管理等施工管理内容,弱化互联互通等技术要求等方面探讨了该标准的编制对我国高速铁路标准走出去及高速铁路走出去的贡献。

In construction phase, the high speed railway（HSR） project becomes reality. This paper introduced three stages, namely construction planning, construction management, testing and commissioning, in terms of sub-stage objectives, key points, basic data and risks. It epitomized the features of the focus of 《Implementation of High Speed Railway》on environmental protection and construction planning. And it discussed the contributions to the ＂go global＂ strategy for HSR and HSR standard in terms of absorbing construction schedule planning tools such as critical path method and Gantt Chart, improving the bidding procedures, construction management such as safety management, costs management and tests on completion management, and weakening the field rarely involved in China HSR standards such as the requirements of TSI.
