对高铁运营管理情况开展综合评价是检验相关铁路局、高铁公司运营管理水平,加强高铁安全保障和可持续发展能力的重要手段。从高铁安全质量、运营质量和经营效益等方面评价内容入手,利用AHP与Topsis方法构建了高铁运营评价的指标体系,并通过实例试算验证了模型的有效性,根据试算结果对部分运营高铁提出改进建议。

Comprehensive evaluation of the operation and management of high-speed railway is an important mean to test the operational management level of relevant railway bureaus and high-speed railway companies and strengthen the safety and sustainable development capacity of high-speed railways. Starting from the evaluation content of high-speed rail safety quality, operation quality and operational efficiency, the AHP and TOPSIS methods are used to construct the index system of high-speed rail operation evaluation, and the validity of the model is verified by example trial calculation. According to the trial results, recommendations for improvement are proposed.
