Study on the Impact of Unbalanced Regional Economic Development on Public Hospital Financial Input

目的:通过实证分析我国31省政府对公立医院财政投入的情况与地区经济发展因素的关系,为进一步改善我国公立医院财政投入的策略提供政策建议。方法:选取各省前一年地区经济发展指标为解释变量,各省当年公立医院财政投入总金额及各项财政专项补助金额为被解释变量,建立多元回归模型分析前一年的经济发展状况对来年公立医院财政投入的影响。结果:各省拉动内需的经济状态直接影响政府对公立医院的财政投入总体水平,尤其是设备购置专项的补助水平。而对于政策性导向为特征的公共服务任务专项投入不受经济发展因素影响。结论:推动供给侧改革利用居民消费拉动内需以提高地方政府健康投资经济实力,重视对以政策为导向的公立医院财政投入的绩效标准制定以保障政策落实质量。

Objective： It aimed to empirically analyze the relationship between the financial investment of public hospitals and the regional economic development factors of 31 provincial governments in China, and to provide policy recommendations for further improving the public hospital financial investment strategy. Methods： It collected the province＇s economic development indicators in the previous year as the explanatory variables. The total amount of financial input on public hospitals in the provinces and the amount of financial subsidies for special programs were interpreted variables. The multiple regression models were established to analyze the impact of the economic development status of the previous year＇ s hospital financial input. Results： The economic status of domestic demand driven by provinces directly affected the government＇ s overall level of financial investment in public hospitals, especially the level of subsidies for special equipment purchases. Special investment in public service tasks characterized by policy orientation was not affected by economic development factors. Conclusion： It needed to implement reforms on the supply side in order to improve household eonsumptian and stimulate domestic demand at the same time, so that to improve the economic strength of local governments＇ health investment. In addition, it should pay more attention to develop the performance standards for policy-oriented investments of public hospitals to ensure the quality of policy implementation.
